Benton County is facing state-imposed limits on how much it can increase its levy, as well as requirements that it maintain the same level of spending for certain state-required programs. Do you have specific ideas for how to cope with unfunded mandates? Are there areas you would cut or shift spending?
Spencer Buerkle - We must stay in constant touch with legislators and let them know the financial impact on taxpayers and hold them accountable. Non-mandated services would have lower priority, delay capital expenditures, avoid duplication, find other sources of services.
Ed Maier - I am generally in favor of holding down spending. However, we should lobby the state to fully fund their mandates.
A number of the county’s lakes, rivers and streams are listed as impaired due to the level of pollutants they contain. Is the county doing a good, fair or poor job of protecting its water resources? What are your ideas for improving water quality?
Spencer Buerkle - The county is doing all it can and this is not only a county issue but a statewide issue. The current MPCA study being done by MPCA will give us a better look at the options available.
Ed Maier - Benton County is now doing a good job in protecting its water resources. Two in-depth studies are underway now that are coordinated by the Benton County Soil and Water Conservation District.
Recent census data show that the number of people living in poverty in Benton County has risen, and area food shelves and homeless shelters are reporting increased traffic. Is the county doing a good fair or poor job of serving the poor? Do you have suggestions for improvements?
Spencer Buerkle - The counties role is to administer the programs for state and federal programs in this area and we must make sure they are delivered in the most efficient and effective manner. So far as I can tell the county is doing a good job here.
Ed Maier - Benton County is doing a reasonably good job in dealing with poverty. Applications for assistance are up, but not dramatically. I believe it is our duty to help those who are really in need, but to move those who can work into jobs.
Should Benton County financially support efforts to extend the Northstar Corridor commuter rail line to the St. Cloud area?
Spencer Buerkle - If it is apparent that it will be coming here then we should, right now I do not see how it would even fit into the budget. Once the service is available to Big Lake we will be able to better judge the potential of the line being extended to Benton County.
Ed Maier - We should not support Northstar commuter rail at this time. The Northstar rail may be nice for the few commuters that would ride it, but it is extremely expensive.
