Stearns County is facing state-imposed limits on how much it can increase its levy, as well as requirements that it maintain the same level of spending for certain state-required programs. Do you have specific ideas for how to cope with unfunded mandates? Are there areas you would cut or shift spending?
Ken Hemmesch - It is my understanding Stearns County will not come close to the mandate limits for the 2009 budget as there are so many exceptions for departments that are exempt, such as the Sheriff's Department for example so it won't make any difference this year.
Leigh Lenzmeier - Apply levy limits AND change how counties must deliver mandated services. The state requires what services will be provided AND how its done. Concentrate instead on goals and results. Make mandates less prescriptive and remove maintenance of effort.
A number of the county’s lakes, rivers and streams are listed as impaired due to the level of pollutants they contain. Is the county doing a good, fair or poor job of protecting its water resources? What are your ideas for improving water quality?
Ken Hemmesch - The county, a number of watershed districts and lake associations that are doing a good job in protecting our lakes. There can always be more done but we need not put to many restrictions on our agriculture as it still one of our largest industries.
Leigh Lenzmeier - Leverage expertise of local agencies: Soil & Water Conservation District, watersheds, lake improvement districts, and local residents to improve water quality by cooperating on projects to accomplish goals. We cannot regulate our way to clean water.
Recent census data show that the number of people living in poverty in Stearns County has risen, and area food shelves and homeless shelters are reporting increased traffic. Is the county doing a good fair or poor job of serving the poor? Do you have suggestions for improvements?
Ken Hemmesch - With the recent levy increases of 6.5% to 9% each year this does not help those in poverty or on the edge. As our senior population grows, many of those on fixed incomes will not be able to survive and be forced out of their homes.
Leigh Lenzmeier - County poverty programs are mandated and mostly state funded. County policies need to be based on accurate data. Expand joint efforts with Tri-CAP, County HRA, Stearns Benton Employment Council, Catholic Charities, and Lutheran Social Services.
Should Stearns County financially support effort to extend the Northstar Corridor commuter rail line to the St. Cloud area?
Ken Hemmesch - Currently Stearns County is working with the St. Cloud Metro Transit to provide busing from two different areas to Big Lake. Until we can experience what that usage may be, additional funding may not be necessary.
Leigh Lenzmeier - Stearns County will work with the Northstar Corridor Development Authority, Metro Transit, Sherburne County, and the state on a St. Cloud - Big Lake rail terminal bus connection. Ridership may/may not make the case for a rail extension to St. Cloud.
